This study developed and tested a model of culture’s effect on budgeting systems, and hypothesized that system variables and reactions to them are influenced by culture-specific work-related and ethical values. Most organizational and behavioral views of budgeting fail to acknowledge the ethical components of the problem, and have largely ignored the role of culture in shaping organizational and individual values. Cross-cultural differences in reactions to system design variables, and in the behaviors motivated or mitigated by those variables, has implications for (...) the design and effectiveness of budgeting systems. The data largely support our research model, demonstrating the hypothesized national cultural differences in system design variables (e.g., participation, standards tightness, budget emphasis, etc. which we characterized as the opportunity and incentives to create budgetary slack), and the expected relationship between incentives (but not opportunity) to create slack and slack creation behavior. The data demonstrate hypothesized cultural differences in ethical ideology but show ethical ideology related to slack creation behavior only for U.S. managers. This paper responds to the sense of “crisis” or “trouble” that dominates contemporary feminist debate about the categories of sex and gender. It argues that this perception of crisis has emerged from a fundamental confusion of theoretical and political issues concerning the implications of the sex/gender debate for political representation and agency. It explores the sense in which this confusion is manifest in a debate between Seyla Benhabib and Judith Butler.

This paper is intended to stimulate debate amongst stakeholders in the international research community on the topic of returning individual genetic research results to study participants. Pharmacogenetics and disease genetics studies are becoming increasingly prevalent, leading to a growing body of information on genetic associations for drug responsiveness and disease susceptibility with the potential to improve health care. Much of these data are presently characterized as exploratory (non‐validated or hypothesis‐generating). There is, however, a trend for research participants to be permitted (...) access to their personal data if they so choose. Researchers, sponsors, patient advocacy groups, ethics committees and regulatory authorities are consequently confronting the issue of whether, and how, study participants might receive their individual results. Noted international ethico‐legal guidelines and public policy positions in Europe and the United States are reviewed for background. The authors offer ‘Points‐to‐Consider’ regarding returning research results in the context of drug development trials based on their knowledge and experience. These considerations include: the clinical relevance of data, laboratory qualifications, informed consent procedures, confidentiality of medical information and the competency of persons providing results to participants. The discussion is framed as a benefit‐to‐risk assessment to balance the potential positive versus negative consequences to participants, while maintaining the integrity and feasibility of conducting genetic research studies. Is there anything irrational, or self-undermining, about having "inconsistent" attitudes of caring or valuing? In this paper, I argue that, contra suggestions of Harry Frankfurt and Charles Taylor, the answer is "No." Here I focus on "valuations," which are endorsed desires or attitudes. The proper characterization of what I call "valuational inconsistency" I claim, involves not logical form (valuing A and not-A), but rather the co-possibility of what is valued; valuations are inconsistent when there is no possible world in which (...) what is valued can co-exist. Essentially conflicting valuations, I show, are no worse for an agent than contingently conflicting ones, which are common and no threat to rationality or well-being. Partly based on reflections about a conflicted mother, who values staying at home and also having a career, I argue that valuational inconsistency does not render a person unable to act, does not make a person's actions ineffective because of vacillation, does not undermine a person's autonomy, and need not make a person dissatisfied with himself. I defend my characterization of inconsistency as an apt one; I offer some reasons to value inconsistency itself; and I draw out some implications for coherence thinking in moral philosophy. (shrink)

The attributes that characterize the compelling world-view of Philip Galanter’s Complexism constitute a rich array that spans complexity theory, biological systems, cybernetics, computation and the phenomenology of affect. An ever-growing movement of transdisciplinary artists who engage and synthesize the unique combination of fields, theories and practices associated with Complexism suggests that this model – particularly its embrace of complexity theory – holds promise in the problem space of art and science. This article examines three contemporary artists and their collaborative teams, (...) each of whose work embodies a unique attitude and synthesizing model that expresses the ethos of Complexism. Their work arguably contributes to a higher synthesis of modernism and postmodernism and the coalescence of art and science through the progression of ideas that emerge from this union in direct correspondence to the larger culture. Furthermore, they do so through the embrace of evolutionary and generative processes, connectionist networks, and participatory practices that engender new discourse about contemporary life, moving us beyond the space of postmodernity. Until recently, business issues in healthcare organizations were relatively insulated from clinical issues, for several reasons. The hospital at earlier stages of its development operated on a combination of charitable and equitable premises, allowing for providing care to be separated from financial support. Physicians, who were primarily responsible for clinical care, constituted an independent power nexus within the hospital and were governed by their own professional codes of ethics. In exchange for a great deal of control over their conditions of (...) practice, they took almost complete responsibility for patient care. Thus clinical and professional ethics could to some extent be compartmentalized from the business issues—a much easier feat when, as in much of the last few decades, virtually all care was reimbursed from some source or other. In addition, many HCOs were not categorized or treated as businesses, although of course they were presumed to be governed by the same expectation for good management as any other organization. A paediatric clinical trial conducted in a developing country is likely to encounter conditions or illnesses in participants unrelated to the study. Since local healthcare resources may be inadequate to meet these needs, research clinicians may face the dilemma of deciding when to provide ancillary care and to what extent. The authors propose a model for identifying ancillary care obligations that draws on assessments of urgency, the capacity of the local healthcare infrastructure and the capacity of the research infrastructure. The (...) model lends itself to a decision tree that can be adapted to the local context and resources so as to provide procedural guidance. This study tests the hypothesis that the perception of philosophy as a male-oriented discipline contributes to the pronounced gender disparity within the field. To assess the hypothesis, we determined the extent to which individuals view philosophy as masculine, and whether individual differences in this correspond with greater identification with philosophy. We also tested whether identification with philosophy correlated to interest in it. We discovered, first, that the more women view philosophy as masculine, the less they identify with it, and second, (...) that the less women identify with philosophy, the less they want to major in it. Interestingly, this result does not hold for men—their viewing philosophy as masculine does not correspond to their identification with it, nor does it correlate with their likelihood of majoring in it. We also discovered that the typical student does not have a preconceived notion of philosophy as masculine; this suggests that they come to view philosophy as masculine the more they do it, which in turn supports the possibility that teaching the discipline differently may prevent students from conceiving of philosophy as masculine, thus allowing a path to reducing the gender disparity. To establish the claim that racism is an ideology that consists of having morally impermissible attitudes towards people in virtue of their racialised identities, Appiah claims that a (false) belief in race is not automatically morally wrong. This paper examines what is involved in believing in races and shows that believing in races is in itself morally problematic as it involves stereotyping that undermines agency.

Originating as a presidential address during the seventieth birthday celebrations of the British Society for the History of Science, this essay reiterates the society's long-standing commitment to academic autonomy and international cooperation. On an expressivist view, ethical claims are understood as expressions of our attitudes, desires, and feelings. A famous puzzle for this view concerns the use of logic in ethical reasoning, and two standard treatments try to solve the puzzle by explaining logical inconsistency in terms of conflicting attitudes. I argue, however, that this general strategy fails: because we can reason effectively even in the presence of conflicting moral attitudes – in cases of moral dilemmas – avoiding these conflicts cannot be (...) a ground for correct moral reasoning. The result is a dilemma for expressivists: if they take all kinds of attitudes to be under consideration, then conflict cannot play the required role, since attitudes can fail to be compatible in cases of moral conflict. If they restrict attention to ‘all-in attitudes’ or to intentions or plans, then there is an important notion of obligation, used in standard arguments – one for which conflicts are allowed – that they fail to capture. I explain why expressivists should be especially tolerant of conflicting attitudes, and I conclude that they should pursue a different strategy for grounding logical normativity. (shrink)

The distance can only be explained by a similar change in the views of artists, writers, and their public.

The skin is always and already a serietl of planes which signify race, gender, age and such. Tattooing creates a new surface of potential significance upon the body. Tattooing can call into question concepts of volition in reference to the power to inscribe and define one's subjectivity through one's own skin, and the social defining of the subject. Skin is the involution or event between subject and object, will and cultural inscription, the social and the self. Feminists, particularly corporeal feminists, (...) have attempted to think ways in which the female flesh may be recognized and self-defined without risking essentialism through reification of the meaning of ‘woman's body’. Thinking a tattooed female body thus resonates with some of the risks and benefits feminism has found in theorizing a marginalized body. Using Deleuze, Guattari, Lyotard and other major influences on corporeal feminists, this article explores ways in which significance is sought in skin, and possible configurations of skin and world, which challenge the desire to read the flesh as a legible incarnation of subjectivity. Engaging with these concepts made us question how the process of research can contradict cultural ethics that operate within fieldwork locations, as well as consider how such concepts may inform a more ethical set of inquiry practices. This paper addresses the question of what value pluralism tells us about the pursuit of moral coherence as a method of moral reasoning. I focus on the status of the norm of ‘systematicity,’ or the demand that our principles be as few and as simple as possible. I argue that, given certain descriptive facts about the pluralistic ways we value, epistemic ways of supporting a systematicity norm do not succeed. Because it is sometimes suggested that coherence functions in moral reasoning (...) as it does in scientific reasoning, my argument considers analogies and disanalogies between moral reasoning and scientific reasoning. In the previous four papers in this series, individual versus structural or contextual factors have informed various understandings of moral distress. In this final paper, we summarize some of the key tensions raised in previous papers and use these tensions as springboards to identify directions for action among practitioners, educators, researchers, policymakers and others. In particular, we recognize the need to more explicitly politicize the concept of moral distress in order to understand how such distress arises from competing values within (...) power dynamics across multiple interrelated contexts from interpersonal to international. We propose that the same socio-political values that tend to individualize and blame people for poor health without regard for social conditions in which health inequities proliferate, hold responsible, individualize and even blame health care providers for the problem of moral distress. Grounded in a critical theoretical perspective of context, definitions of moral distress are re-examined and refined. Finally, recommendations for action that emerge from a re-conceptualized understanding of moral distress are provided. (shrink)

This article argues that state government actors concerned about gun violence prevention should prioritize enactment of robust firearm purchaser regimes at the state level. First, the article outlines the empirical evidence base for purchaser licensing. Then, the article describes how state governments can design this policy. Next, the article assesses the likelihood that purchaser licensing legislation will continue to be upheld by federal courts. Finally, the article addresses the implications of this policy, aimed at curbing gun deaths, for equally important (...) racial justice priorities. Taken together, these various considerations indicate that purchaser licensing policies are among the most effective firearm-focused laws state governments can enact to reduce gun deaths within the existing federal legislative and legal frameworks.
